The list of Australian government departments that theoretically can access metadata collected by the ISPs and telecommunications companies is extensive and wide ranging.

Earlier in the week the government agreed that agencies would need a warrant to access metadata for the purpose of identifying a journalist's source.

Its chief executive officer, Paul Murphy, said the breach constituted an attack on press freedom and showed an "over-zealous and cavalier approach" to accessing metadata.
