Widodo said current fishing production around Natuna was only around 9 percent of its potential.

She said development of nearby Port Motueka would enhance access for all users, including the current fishing fleet.

The current fishing limit has been in place since January, 2009, according to the U.N. Office for the Coordination of Humanitarian Affairs.

Part of the growth would come from the company's own expansion, which has partly been prompted by fish deaths in the company's current fishing zones.
