Meanings of lower dielectric in English

Using ion-only coarse-grained molecular dynamics, we observe that string-like ion aggregates become flat and sheet-like at lower dielectric constants.

In general, at the lower dielectric constant many atoms of the protein move more slowly, and many of the slowest residues are near the exterior.
